MUNICIPAL SERVICES AND OPERATIONS DEPARTMENT
STARTING SALARY: $68,485 TO $99,304 ANNUALLY DOQ
(STARTING SALARY TYPICALLY AT ENTRY TO MID LEVEL OF PAY RANGE, DOQ)
Provides planning, management and oversight of the Municipal Services and Operations Department functions, including the department-wide functions for budget & finance, human resources, MSO billing, customer services, asset management coordination, rate modeling, communications / public education, management systems, training / competency, and external leases and agreements. Manage the development and implementation of the division and program goals, objectives, policies, and priorities within each service. Manage and participate in the development and administration of the Department annual budget; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments. Manage departmental systems for human resources including performance evaluation, performance improvement opportunities, and risk management issues. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes. Responsible for resolving highly sensitive issues with employees, citizens and other departments; to coordinate assigned activities with other departments, divisions and outside agencies; and to provide highly responsible and complex support to the department director.
Six years of increasingly responsible professional experience including two years of specific experience in the functional areas assigned. Equivalent to a bachelor's degree from an accredited college or university with major course work in the specific functional areas assigned. Master's degree strongly preferred. Must possess an appropriate, valid driver's license.
